i know a little about teh development of women's TJ. I may write about it. I believe it was pushed in the NCAA and China which lead to its international acceptance. There are records of it back to the 1920's
I believe that technically, a "missed jump" due to stepping over the foul line is a "foul", not a scratch. "Scratch" is used to denote "scratching" out of the event due to other reasons, such as injury or no-show, etc. People always use "scratch" out of habit, including myself, but in meets that are well officiated the term I always hear is "foul".
