Miley's look-a-like cousin Luanne (also played by Miley Cyrus) comes from Tennessee to visit. Miley believes Luanne is “the devil’s little helper” because Luanne once pushed her in a well. When Luanne arrives, she is sweet and kind to everyone, which Miley believes is an act. Oliver is attracted to Luanne and Lilly wants to be friends with her. Miley accuses Luanne of trying to kill her when Luanne gives Miley a sea shell – Miley believes the shell has a poisonous hermit crab inside. After Miley accuses Luanne of trying to kill her, she apologizes to Luanne, and they immediately start being friends. On Halloween, there is a Hollywood party that Hannah Montana is supposed to appear at. Prior to the party, Luann tied up Miley in her closet. Luanne, dressed as Hannah, goes to the party in Miley’s place with the intent to make people think Hannah can't sing. Traci, who is the hostess of the party, tried to surprise "Hannah" by having everyone dress as Hannah at the party. Luann, as Hannah, insults Traci and the theme of the party. Lilly, who is dressed up as Lola, is also insulted then realizes that Luanne is impersonating Hannah/Miley. Lilly accidentally gives Luanne the idea of revealing Miley’s secret identity by ripping of her wig in front of everyone at the party. Miley escapes her closet and soon arrives at the party with Oliver. After some initial confusion the three of them (Miley, Oliver, and Lilly) find Luanne when she gets on stage. On stage, Luanne is saying "I want to show you the other side, the other side, the other side of!" and is about to take off her wig. Right before she is able to take off the wig Oliver turns out the lights. While the lights are out, they pull Luann off the stage. Luanne then begins claiming (while speaking in Miley's voice) that she is actually Miley. Lilly and Oliver don't know who's Miley and who's Luanne. Oliver has an idea: he says both of them have to kiss him. Luanne says "okay!", but Miley says "eww", and thus Lilly and Oliver know who's who. Meanwhile, Jackson and Robbie are trying to be scarier than their neighbor (Mr. Dontzig), who ends up tricking them in to scaring the children away and hate them. Instead of being scary, Mr. Dontzig is dressed as Mr. Happy Pumpkin Man. Robbie gets him back by going down Pacific Coast Highway with a bullhorn. The result is crowds of kids arriving by the bus load surrounding Mr. Dontzig, barely letting him move.

- The episode title refers to the song "Torn Between Two Lovers" by Mary MacGregor.
- In a scene where Lilly is mocking Hannah about saying mean comments about Luann, she says, "Next thing you'll be saying -in a whisper- she sees dead people" to Hannah. This same line was spoken by Emily Osment's older brother Haley Joel Osment in the 1999 film The Sixth Sense.
- You can clearly tell that Miley Cyrus is playing a double role in this episode as both Miley Stewart and Cousin Luanne, and Billy Ray Cyrus is also playing a double role at the end as Robbie Ray and Bobby Ray.
- This episode marks the 2nd appearance of Traci.
- Miley Cyrus's little sister, Noah Lindsey Cyrus, makes her 4th appearence as the little girl who complains about Jackson.

Traci(comes up to the stage, sarcastic): Ooh, what do you know? Magic, and spitting. Neat! How about dessert!? Bring out the Hannah Banana cream pie! - Luanne(dressed as Hannah Montana, extremely off-key): You got the best of both worlds!
(Miley mumbling under gag)
Luanne: Horrible, ain't it? - (after hearing "Stand")
Miley: Dad, that's awesome. That is the best song you've ever written. What's the bad news?
Lilly: Bad news? What are you talking about? It's a great song!
Robby: Thank you! You know I always liked her.
Miley:Oh, please. Everytime there's bad news, he softens it up with a song. Best of Both Worlds: Braces. This is the Life: Jackson decided not to go to sleepover camp. Pumpin' Up the Party: my goldfish died.
Oliver: When my goldfish died, Mom flushed it down a toilet. I'll never forget her comforting words: "Get over it, Oliver. It's just a stinkin' fish."
Lilly: That explains so much.
Robby(sighs): Your cousin Luanne's coming, who wants pie?
(Miley freezes)
Lilly:Miley?
Robby: Miley?
Oliver:What kind of pie?
(Oliver goes over to look) - Mr. Dontzig:AAAHH! Two Stewarts!(Grabs candy and stuffs it in his pocket)AAAHH!(Grabs the whole pot of candy and runs)AAAHH!
- Lola: She's about to rip of your wig and blow your secret.
Hannah: (gasps) She wouldn't!
Lola: She would...and she--thought of it all herself! - Oliver: (After Luann gets up on stage) Hey guys I found her. She's up on stage!
Miley: (Acting sarcasticly) Good Work - Oliver: Have no fear ladies. (Pulls out small sword) The Masked Musketeer has a plan.
Miley: Great! My life is in the hand of Count Chest Hair. - Oliver: (When he and Miley walk into the party) You know, I had a dream like this once. Except the room was filled with Jessica Simpsons and I had more than one chest hair.
- Luanne: Well, it took you long enough, Lulu!
- Lilly/Lola: It's Lola.
- Luanne:Good job, gumdrop.

- At the end of the episode, the Stewarts' neighbor comes over to reclaim his horse. When he notices that there are two Stewarts (Robby Ray and his brother)he is scared. But before he goes, he grabs their fake pot of candy and leaves. When the credits play, though, the pot is back in its old position.
- When Luann walks in she has red lipstick, in the next shot she has pink lipstick.
