The article as currently written[1] seems to be a candidate either for deletion, or a complete rewrite - it currently reads like someone's personal comment on American campaign process. I'd also note that is not at all obvious to me that "top-down democracy" is a usual term used to describe the American system (or other modern representative democracies) in political science or other general circles. The current author seems to be setting it up specifically to create an opposition for bottom-up democracy. "Top-down democracy" seems not to be in any wide-spread use in this context, and as it keeps bubbling up to high-level articles such as democracy, rather more documentation would be needed.
Most references to "top-down democracy" I'm coming across seem to refer to things such as the American involvement in the introduction of new systems of governance in Iraq (the implication being that the democratic structures are being put in place by fiat), or as a contrast to a variety of local/grassroots efforts within or parallel to an existing democratic system. - David Oberst 20:12, 29 May 2006 (UTC)
