Thomas "Tommy" Gilligan is a fictional character on the animated series Codename: Kids Next Door. Tommy looks up to his brother, Numbuh 2 (aka Hoagie Gilligan), and wants to be just like him. Of course, his love for his brother matches how much he annoys everyone. On the other hand, he would make an excellent operative... if he were still eligible, that is. In Op Z.E.R.O. it is revealed he is seven years old.

Tommy's first appearance was in "Op T.O.M.M.Y.", in which Numbuh 2 got quite annoyed at him, so Tommy left him and built "The Flu Bug" for The Common Cold (whom the operatives had been fighting). This whole thing ended with all of the operatives (plus Tommy, who was not an operative then) getting sick, but thankfully no others (thanks to the Gilligan mother's chicken soup).

Although he was mentioned in "Op T.A.P.I.O.C.A.", Tommy did not appear again until the season finale for season 2, "Op E.N.D.", in which in exchange for tagging along with Numbuh One on his mission, he made Nigel make him an operative, with "Numbuh T" as his codename (prompting the response: "T is not a number!"). His story continued in "Op T.R.A.I.N.I.N.G.", an only episode of the series not to feature any of the regular five operatives. This episode showed him training with his new friends Sonya and Lee at the KND's Arctic Base, in the process washing away Father and his minions, who were trying to take the Codemodule.

The Codemodule would be a key plot point in his next appearance, in season 3's "Op G.R.A.D.U.A.T.E.S.", in which he graduated from cadet school to regular operative status, and was assigned to Sector V, the same sector as the regulars. Tommy once again picked "Numbuh T" as his codename, and once again got the "T is not a number" response from a random person in the crowd.

During the post-graduation party, all the operatives were called to fight Father and his new ray. It turned out not to be a "age-ifying" ray as the KND had expected, but rather one that turned all KND operatives into animals. For example, Numbuh 2 became a hippo, Numbuh 86 became an Irish Setter, and the Numbuh 44's became kangaroos. Non-KND operatives (like the Delightful Children) were immune.

Later on, Tommy figured that this was because "Boogerhead" Father, as Tommy referred to him, had somehow linked the Codemodule (after having stolen it in "Op S.L.U.M.B.E.R.") to his ray. "The Runt of the Litter" as Father referred to Tommy had to sacrifice his own membership (or in the show's own words, take out his boogers from the Codemodule) to avoid the effects of Father's "animalization" ray and defeat him. However, Numbuh 362 revealed at the end of that ep that, despite saving the organization, there are computer failsafes that also preclude him from re-entering, so he became "The Tommy", a play on the famous radio hero The Shadow who works alone. Since then, virtually all of his appearances have had him wearing a dark blue hat and cape over his usual clothes (which have the same color as Hoagie's clothes).

In Operation: DUCKY, it was revealed he HATES taking baths, he also met up with Captain Jimmy in this episode.

In Operation: CLUES, Tommy fears his grandmother.

Tommy has yet to be seen without his glasses or hat, unlike his brother, who was seen goggle-less in Operations ARCTIC, LICE, and CAKED-FIVE.

He will appear in Op T.R.I.C.Y.C.L.E.

In the movie (Op. Z.E.R.O.), it is stated that there is a machine that can reinstate a decommissioned K.N.D. member. This could possibly mean that Tommy could be reinstated in the KND. However, the machine is now broken again. The continuity problem brought by this movie is: if ex-operatives can't be reinstated due to the above mentioned failsafes, how could Tommy make the codemodule accept the DCFDTL's/Sector Z's boogers?
Three reasons:
1:Sector Z was never actually decommisioned. (in that case, Tommy wouldn't have to reinstate them to make the DCFDTL vulnerable to the animalization ray)
2:The DCFDTL are different.
3:The KND lied to him about the failsafes.
