A partnership followed in the Miller Law Firm.

From 1991 to 1999 he served New Mexico as Attorney General. He is a member of The Church of Jesus Christ of Latter-day Saints.

In the 2006 midterm elections he was reelected with 75% of the vote, defeating Republican Ron Dolin.
