Tom C. Fouts (November 24, 1918 - May 26, 2004) was a midwestern farmer, author, and comedian. He was more popularly known as Captain Stubby. He was born in Carroll County, Indiana and grew up there as well. He is perhaps most well known for his Roto-Rooter ad. Fouts was also well known for his Captain Stubby Sez columns.

Because he was short and stocky as a child, Fouts' nickname soon became Stubby. He married Eva Lou, and would be married to her for over 63 years until his death in 2004. Fouts had two sons and a daughter. The oldest son, Thomas L. Fouts preceded him in death, as did a grandson. His surviving son Dan lives in Texas, and his daughter Connie lives in Illinois, while his son Dan lives in Cass County, Indiana. When Fouts died, he had six grandchildren living and four great-grandchildren.

He died in Kokomo, Indiana after suffering a stroke.
