TM Net is Malaysia's largest Internet service provider. It is a business entity wholly owned as a subsidiary of TM, previously known as Telekom Malaysia. The company's HQ is located in Cyberjaya, Selangor. As of October 12, 2006, TM Net controls IP addresses in the range of 219.92.0.0

Many TM Net subscribers have complained about the slow speeds and lack of reliability of connections provided[7]. However according to their their terms (which are similar to other ISPs around the world), the service they provide is based on a "best effort" basis [8], meaning that connections are not guaranteed to perform at their advertised theoretical speed. This is largely due to aging copper lines, insufficient bandwidth, and the overtly high contention ratios. Recent aggressive marketing to attract new customers has further aggravated subscribers' frustrations.
However, TM Net has a monopoly of the "last mile" (the final segment of physical communication between the trunk network and customers). [9] Although there are vast lengths of communication fibre already underground, it is not being utilized, with little more than 1% of Malaysian consumers having broadband access.[10] This monopoly has been blamed for the poor quality of broadband service.
The second largest ISP in Malaysia is Jaring, which only offers limited coverage. It has been said that unbundling the "last mile" is the key trigger that would enable new services providers to fill broadband demand. [11]
Recently, TM Net has employed traffic shaping to selectively shape the transfer speeds of P2P services. [1].
According to many subscribers, TM Net has failed to meet the Quality Of Service Standards set by the MCMC, the Malaysian Communications and Multimedia Commission that regulates broadband service provision. [12] It is apparent from the commentaries of members of the Malaysian public that [13] the general quality, speed of the service as well as speed of installation are of concern. TM Net very clearly does not meet the guidelines on the salient issues of network latency (no more than 85ms, 95% of the time during busy hours) and fulfillment of installation orders (100% of installation orders shall be fulfilled within 7 business days). [14]
The severity of the situation has prompted several members of the public to take action, one of the most notable being political blogger Jeff Ooi, who proposed setting up a Streamyx SIG (Special Interest Group), an avenue for users to take up their complaints to Streamyx senior management.[15]. It has reached a certain level of success, with Jeff Ooi noting that some of the suggestions shared in 2005 were actually quietly implemented by TM Net. A more recent effort is RedesignMalaysia.com, which features a large news article archive, an interactive coverage map, and internet service provider comparison table.
