Thirty-ninth United States Congress - Political Parties

The Thirty-ninth United States Congress was a meeting of the United States national legislature, comprised of the United States Senate and the United States House of Representatives. It met in Washington, DC from March 4, 1865 to March 3, 1867. This Congress sat during the second administration of U.S. President Abraham Lincoln, and following his death on April 15, 1865, during the first two years of the administration of his successor, U.S. President Andrew Johnson. The apportionment of seats in the House of Representatives was based on the Eighth Census of the United States in 1860.

At this time members of the Senate were elected by the legislatures of the various states every two years, with one-third beginning new six year terms with each Congress. Nearly all of the members of the House of Representatives were elected to single member districts, by popular vote.
