Thanks for uploading Image:PhishPhoto.jpg. The image description page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in Wikipedia articles constitutes fair use.

Hello. You've uploaded a number of images of living, active musicians under the tag {{promotional}}. Please be aware that Wikipedia treats promotional images the same way it treats all unfree copyrighted images. One of our policies (fair use criterion #1) requires that unfree images not be used when it is possible to create a free alternative. That would seem to be the case with images such as Image:20031228ph jpi digi 5780.jpg.w300h200.jpg. The other issue is that all unfree images used under "fair use" require a detailed fair use rationale. This should address, among other many other things, why it is not possible to create a new, free image of the subject.
