The Indian Institute of Planning and Management (IIPM), established in 1973, is an educational institute with a presence in 7 cities in India. Headquartered in New Delhi, since 1973, it has a campus in New Delhi and branches in Mumbai, Chennai, Ahmedabad, Bangalore, Pune and Hyderabad. The institute offers courses in National Economic Planning and Entrepreneurship. The Director of IIPM is Dr. M. K. Chaudhuri.

[edit] Courses and Degrees

The institute offers honours diploma courses in National Economic Planning and Entrepreneurship, apart from offering executive development programmes. IIPM offers:

  • a 2-year full time Programme in National Economic Planning and Entrepreneurship (IMI Belgium grants an MBA degree)
  • 3-year full-time Integrated Programme in National Economic Planning and Entrepreneurship (IMI Belgium grants a BBA degree)

The BBA/MBA degrees are offered by IMI Belgium, and not IIPM.

The IIPM courses and IMI degrees are not accredited by All India Council for Technical Education (AICTE). The University Grants Commission (UGC) is the parent body for all universal recognition licences in India, and has stated that IIPM does not have its "go ahead" for offering IMI MBA degrees.[1]. The IMI BBA/MBA degrees are not recognised in India by UGC & AICTE.

IMI, Belgium grants BBA and MBA degrees to students of IIPM. However the Ministry of Education Belgium, while speaking to Hindustan Times in May 2006 clarified that IMI is not recognised as a business school in Belgium, and its degrees are not treated as equivalent to other recognised BBA and MBA degrees.[2]

According to its website, IIPM has over 250 full-time faculty and equal number of visiting faculty. Prof. A. Sandeep is Dean - India and Prof. P. Majumdar is Dean - Academics. Arindam Chaudhuri is Dean. The regular faculty of the institute comprises alumni of IIPM, as well as visiting professors.[3]

[edit] Campus and infrastructure

IIPM has a campus in New Delhi (this is the only IIPM campus) and 6 branches in major cities in India. The campus' infrastructure includes classrooms, teaching aids, libraries, electronic libraries, IT equipment like Wi-Fi and laptops, and leisure equipment like gymnasiums and swimming pools. Some of the IIPM branches do not have all of this; the available facilities vary for each branch.

It has over 10,000 books in the Delhi library, with access to several other libraries such as the British Council and American Library through sharing agreements. Its electronic libraries with access to leading databases like ProQuest (having over 6000 journals archived for up to 90 years) and India Business Information Database (IBID - 25 years of news clippings and analysis sorted by industry and product) are available for all students to access online. All students are provided with laptops (IBM or HP) which are always online with Wi-Fi networks in the campus.

IIPM's Delhi campus was sealed by the Delhi Development Authority (DDA) in November 2006, citing flouting of the lease agreement by the owner, Canara Bank Relief and Welfare Society. [4]

[edit] Global Outreach Program

IIPM has organized lectures by professors from business schools like Harvard Business School, Yale and Columbia University. IIPM has also arranged seminars by Stephen Covey, Philip Kotler, Joel Stern, Zig Ziglar and Jack Canfield.[citation needed]

IIPM is a member of CEEMAN (Central and East European Management Development Association). [5], which is a global network of management institutions. CEEMAN organises courses, seminars and conferences for educators.

IIPM has also partnered with UNDP in India for the Leadership For Results programme for people living with HIV/AIDS, along with INP+ and NACO[6]. In 2003, IIPM conducted leadership workshops for the targeted group. [7]

IIPM publishes 4Ps, a business and marketing magazine in India. IIPM also brings out Business & Economy with syndicated articles.

Also published by IIPM are India Economy Review (on Economy), Strategic Innovators (Strategy), Human Factor (HR), Need the Dough (Finance).

[edit] Position in Indian Business-School Rankings

In July 2006, in the Business Today-AC Nielsen ORG-Marg rankings [8], IIPM (New Delhi) was ranked #11 and IIPM (Mumbai) #16 among 30 institutes polled, with a sample of 526 respondents comprising MBA aspirants, current MBAs, human resource professionals, young executives and functional heads of organisations. The schools were ranked using AC Nielsen's Winning Brands model. Respondents were asked to rank 30 shortlisted Business-schools on eight parameters - reputation, success of placement, quality of placement, infrastructure, faculty, teaching methodology and specialisation and admission eligibility. Based on the scores on different parameters, the model calculates the Brand Equity Index (BEI) for each school.

MBA Students ranked IIPM New Delhi #5 (jointly with FMS, Delhi), which was also the 8th most recommended B-School with 3% of the votes. 2% of the respondents mention IIPM New Delhi as their "First Favourite" (Joint rank #7). In all other rankings in this survey (For example, ranked by Functional Heads, Young Executives or "Top of mind") only the top 10 colleges are listed, and IIPM does not figure in them.

The Outlook C-Fore Business-School survey[9] had ranked IIPM Delhi 4th in Industry Interface, 7th in International Linkages, and 8th in Extra Curricular activities in 2003. After the survey was published, C-Fore issued a clarification removing IIPM from its survey[10], stating that it had "received serious complaints about the veracity of information given by them"[11]. IIPM continues to advertise these rankings even after C-Fore has removed it from its survey.

Outlook Magazine has twice published caution notices in 2005 informing students and all related parties about the withdrawal of the rankings. Outlook also stated that they have also "come across instances, where the institute doesn't disclose facts truly and correctly". [10] [12]

The Business Barons Business-School Study 2004 (Source: BUSINESS BARONS. Jan 31, 2005; pg 65) has ranked the Indian Institute of Planning & Management (IIPM) 8th overall in India. Five parameters were used for the qualitative rankings - infrastructure, placement salaries commanded, depth of industry interface, quality of course contents and quality of students.

IIPM states, though, that "Rankings don't matter" and it has "strong reservations on the methodology applied by most of the magazines to rank B-schools".[13]

[edit] Plagiarism

In July 2006 IIPM was accused of plagiarism. A USA Today article[14] about plagiarism on the internet mentioned that a column by Jack and Suzy Welch was posted on the IIPM website below Arindam Chaudhuri's photo without attributions to either BusinessWeek or Jack and Suzy Welch. IIPM subsequently informed USA Today that it had rights to the Welch column through the New York Times News Service/Syndicate, after which the IIPM website was updated to indicate that the article was written by the Welches and not by Chaudhuri.

[edit] Validity of the institute's name and degrees

The All India Council for Technical Education (AICTE) said that IIPM does not have the right to use the words "Indian Institute" in its name without central government approval.[15] AICTE has also mentioned that it is illegal for IIPM to offer foreign degrees without AICTE approval.[16]

[edit] Veracity of IIPM claims

In 2004/2005, IIPM had been involved in a major controversy regarding the veracity of its claims in print advertisements. (IIPM spends a lot of money on print advertising[17]) The controversial elements were:

  • IIPM claimed on its print advertisements and on its web site that its campuses have infrastructure like swimming facilities and 1000-seat auditoriums. Detractors claimed such infrastructure was only available in its New Delhi Campus[18]. IIPM maintained that New Delhi is the only campus, the rest are branches.[19] But this contradicts with what is on the IIPM web page. (All branches are referred to as campuses)
  • Placement information on the IIPM advertisements and web site mentioned that a number of companies had recruited its students. JAM magazine, Businessworld and other detractors claimed[18] to have spoken to the companies mentioned, and these companies, they claimed, had either denied going to the IIPM campus or branches, or having recruited anyone from IIPM before they finished the IIPM course.

Faculty from the names that IIPM advertises so heavily - Harvard, Columbia, Wharton, Oxford, Cambridge, Stanford et al - do not actually 'teach' at IIPM. Instead of picking a subject and teaching it over some weeks, as is the practice at the Indian School of Business, they just collect students at an auditorium and give a one-time lecture.

  • IIPM continues to use Outlook C-Fore Business-School survey where the IIPM Delhi campus was ranked in the top 10, but Outlook has withdrawn these rankings, and has published two caution notices in 2005 warning students about such withdrawal.[10][11] On the outlook site (requires free registration) Outlook says:

Indian Institute of Planning and Management (IIPM) doesn't disclose facts truly and correctly. Under notice to them, we are withdrawing all the rankings given to IIPM forthwith.
