Pac-Man 2: The New Adventures is a side-scrolling puzzle game, making it very much unlike other Pac-Man games in the maze genre. Instead of taking place in a maze collecting dots, the game takes place in a cartoon world (inspired in part by the Pac-Man cartoon series) that Pac-Man can walk around. However, the player does not have direct control over Pac-Man; he will walk and do things on his own. Instead, firing a slingshot manipulated by the controller at various onscreen objects triggers events or brings the objects to Pac-Man's attention. The player can also tell Pac-Man to look in various directions in order to help him notice things or to turn him around.

Pac-Man's mood is a major aspect of the gameplay. There are several events throughout the game that will affect Pac-Man's mood. If Pac-Man is happy, he will be more willing to listen to suggestions, and if he is angry or upset he will tend to ignore commands. Therefore, it is up to the player to try and keep Pac-Man happy (although some of the game's funnier moments occur when Pac-Man is in a bad mood). Different moods can provoke different situations.

In certain situations, Pac-Man will come under attack by the four ghosts from the classic Pac-Man games. When this happens, Pac-Man will be paralyzed by fear and will refuse to do anything until he is fed a Power Pellet via slingshot, at which point he will become Super Pac-Man. In this form Pac-Man will chase and devour the ghosts, who will sometimes leave behind important items.

  • Pac-Man - The main protagonist. His job is to do various tasks for his family, as well as ultimately stop the Ghost Witch.
  • Ms. Pac-Man - Pac-man's wife. She is the one who assigns Pac-Man's first two tasks. She also usually gives the things Pac-Man was sent to get to who they were meant for, instead of Pac-Man himself.
  • Pac-Jr./Junior Pac-man - Pac-man's son. He owns a guitar, which was stolen from him, and is Lucy's boyfriend. He wants to star in his own game.
  • Pac-Baby/Baby Pac-Man - Pac-man's daughter. She likes to drink cow's milk, which Ms. Pac-man sends her husband to get.
  • Lucy - Pac-Jr.'s girlfriend. One of Pac-Jr's songs is about her, and she likes fresh mountain flowers.
  • The Player - The player is mentioned directly in the tutorial sequence, and after the credits, Pac-man gives a letter to him/her. He/she is the one who directs Pac-Man using a slingshot and giving commands about where to look.

  • Blinky, Pinky, Inky, and Clyde - The four ghosts that pester Pac-Man in every one of his adventures. They hide in trash cans and boxes and wait for the player to shoot them, and when the player does, they jump out and scare Pac-Man. They wield various devices to try to foil Pac-Man when he is on a mine cart or hang-gliding course.
  • ????/The Ghost Witch of Netor - The main antagonist. She leads the four ghosts as her workforce for carrying out her schemes. She creates the gum monster from ABC (already been chewed) gum, and tries to defeat Pac-Man with it, but fails.
  • The Gum monster - A work of the Ghost Witch, it is formed of chewing gum and tries to defeat Pac-Man in the final battle. It is fed by the four ghosts during battle, and its actions are controlled by the Ghost Witch. Pac-Man defeats it, causing it to sink back into a pool of gum.

The game has a variety of tasks Pac-Man must perform, beginning with finding a bottle of milk for Baby Pac-Man. Pac-Man travels to the farm east of his house and avoids the angry farmer, filling a bottle he finds with milk and returning it to his home. In a brief interlude, the Ghost Witch is shown scolding the ghosts for failing to stop Pac-Man from his daily business.

Next, Ms. Pac-Man tells her husband to go to the mountains to pick a flower for Lucy's birthday. After Pac-Man arrives, he finds a hang glider lodged in a tree, which the player shoots down for him. He rides the glider over the skies of the mountain, avoiding the ghosts and falling rocks. He makes it to the top and grabs the flower. After he decends the mountain, he returns home to Lucy's party, only to be shunned out of most of the activities. The Ghost Witch is shown again scolding the ghosts.

Some time later, Junior Pac-Man has his guitar stolen, and Pac-Man promises to get it back for him. After exploring the city, Pac-Man encounters a security guard in front of an entrance to an abandoned factory. Pac-Man, trying to look at the factory, tries to move around the guard, but the guard begins to yell at him. The guard then picks Pac-Man up in an attempt to drop-kick Pac-man out of the area, but if the player shoots the guard, he explodes, exposing Pinky, Inky and Clyde (who is holding Junior's guitar). Pac-Man eliminates them, and returns the guitar to Pac Junior. The Ghost Witch is on her last nerve with the ghosts, and expels them one last time from her sight.

In the last encounter, Pac-Man is watching TV when a news bulletin shows the ghosts stealing ABC (already been chewed) gum from children. The Ghost Witch intercepts the station, and tells Pac-Man that her gum monster is nearly complete. Pac-Man sets out to the city. Unable to enter the factory directly, he goes in through the sewers. After dodging various traps and machinery, and trekking through a biochemical lab, he finds a big door, which he unlocks using ID cards the ghosts have dropped. Through the door, Pac-Man finds the gum monster and the Ghost Witch controlling it. Pac-Man receives a power pellet from the player and becomes Super Pac-Man to destroy the ghosts feeding the gum monster. The player shoots the gum monster enough times to defeat it, which then sinks back into the pool it came from. The Ghost Witch flees, along with the ghosts to plot her next scheme. The kids in the city and Pac-Man's family congratulate him, and Pac-Man makes a stylish pose, at which point the game ends.

  • There are two video arcades in Pac-Land. One is in the town, and another one in the city. The player can play the original Pac-Man there from the start, but after completing the side quest of finding three missing cartridge pieces, Ms. Pac-Man also becomes playable in the SNES version. As a greater bonus in the Mega Drive/Genesis version, a completely exclusive game called Pac-Jr. is unlocked instead. This is not to be confused with the game Jr. Pac-Man, which is a different game.
  • When the Ghost Witch is talking to Pac-Man through his TV, the word "Meddling" is spelled wrong. It is spelled in the game as "Medling".
