Terry Cline

Appointed by Governor of Oklahoma Brad Henry in 2004, Dr. Cline is the current Secretary of Health. As the Secretary of Health, Dr. Cline is charged with the protection and promotion of health for the citizens of Oklahoma, prevention of disease and injury and assurance conditions for good health. He oversees physical and mental health care, as well as substance abuse services for the state. Secretary Cline is concurrently the Commissioner of the Department of Mental Health and Substance Abuse Services.

Biographic Sketch

Terry Cline returned to his home state to accept the position of Commissioner of the Oklahoma Department of Mental Health and Substance Abuse Services in January 2001. He grew up in Ardmore and attended the University of Oklahoma, where he earned a bachelor’s degree in psychology in 1980. He then received both a master’s degree and a doctorate in clinical psychology from Oklahoma State University.

Prior to his return to Oklahoma, Dr. Cline served as a Health Care Policy Fellow at the federal Center for Mental Health Services in the Substance Abuse and Mental Health Services Administration in Washington D.C. While there, his primary focus was on organization and the financing of mental health services. During the 90’s, he served as the Clinical Director of the Cambridge Youth Guidance Center in Cambridge, Massachusetts and was employed as a Staff Psychologist at McLean Hospital in Belmont, Massachusetts.

The professional history of Dr. Cline includes a six year appointment as a clinical instructor in the Department of Psychiatry at Harvard Medical School in Boston. In addition, he served as chairman of the governing board for a Harvard teaching hospital in Cambridge, Mass. Dr. Cline has involved himself in community service, including membership on a number of committees and boards with a focus on improving the overall health of the community.

Dr. Cline was appointed by Governor Brad Henry as Cabinet Secretary of Health in May 2004.
