The Syreen are a fictional race of beings featured in the sci-fi Star Control computer game series. The shown picture is of Commander Talana, the only Syreen the protagonist meets in Star Control 2.
Talana, clad in a near-exact replica of Princess Leia's dancing girl outfit, is the commander of a starbase orbiting the planet Gaia in the Betelgeuse star system. During the game, the player has the ability to engage in implied sexual relations with the character. Also, Talana is the character who the protagonist sees when he wakes up during the ending. It's also implied that the character goes on to have children with Talana.
In the Star Control 2 era, they are located in Betelgeuse, on a world offered to them by Kzer-Za after the Mycon ruined their original homeworld Syra with their Deep Children terraformers. Understandably, the Syreen carry a fearsome grudge of revenge and hatred against the destroyers of their world.
Physically, the Syreen are just like humans with the exception of their bright blue skin. There is some discussion regarding their common origins. Syreen males are not seen on the starships, and were mostly obliterated in the said homeworld cataclysm.
The name of their race is a reference to the Sirens in Greek mythology, whose enchanting song brought sailors dangerously close to nearby cliffs, where they would crash on the rocks and drown.

Purposefully phallic in appearance, the Syreen Penetrator features a weak, energy-conserving main weapon. Secondary weapon - Syreen song - allows Penetrator captains to lure some of the enemy ship's crew into space, to be collected by the Syreen and used as crew on the vessel. This is a useful weapon as Syreen ships enter combat with only a small fraction of their maximum crew capacity filled. This weapon has no effect on the 2418-B self-replicating Slylandro probes.
