Syed Ali was the leader of the terrorist group Second Wave, and the mastermind of a plot to nuke Los Angeles. A militant Islamic fundamentalist, he seemed to be motivated by religious reasons.
At some time prior to Day 1, Ali came into contact with Nina Myers, who fed information about CTU to his organization. Ali used this information to attack CTU. His plan involved loading a nuclear warhead over Los Angeles on a Cessna plane, then detonating it over the city. He intended on flying the plane himself, in a suicidal gesture. Before heading to the airfield, he stopped at a mosque to pray, and was captured by Jack Bauer. Forced with the prospect of seeing his family executed in front of him, Ali broke and revealed where the bomb was held.
After the nuke plot was foiled, authorities raided Ali's hotel room and found a recording implicating his home nation and two other Middle-Eastern nations in the plot. Ali insited that he acted alone, and that the recording was a fake. Shortly thereafter, he was assassinated by the men who fabricated the recording, in an attempt to silence him.
It should be noted that Ali could have easily been neutralized by CTU or the Defense Department, had their attempts to stop him not been impeded by Roger Stanton and Peter Kingsley.
