The Supreme Executive Council of the Commonwealth of Pennsylvania represented the executive branch of the Pennsylvania State government prior to the adoption of the 1790 constitution. It was headed by a President (analogous to a Governor) and a Vice President (analogous to a Lieutenant Governor). The best-known Council President was Dr. Benjamin Franklin.
