The Su-28 is a downgraded variant of the Su-25UB/Su-25T, with reductions in avionics and aircraft systems, together with a full reduction of weapon-carrying capability.
The Su-28 trainer is intended for technical skill, general flight and formation flying training. It is also used as a demonstrator of advanced aero-maneuvers.

- Being able to run on diesel-based fuels
- Operations from unpaved runways
- The ability to perform 18-20 take-offs and landings in one sortie

- On ferry flights, the Su-28 can be equipped with up to 4 jettison fuel tanks, each capable of storing 800 litres of fuel (4xPTB-800).
