Strategy First is a software company based in Montreal, Canada. Founded in 1990, the company has published numerous well-known games, such as the Jagged Alliance series, Space Empires IV, and Galactic Civilizations. They are a distribution partner with Valve, using Valve's Steam utility as one of its means to distribute titles.

Strategy First has had conflict with Introversion Software. SF was distributing copies of Introversion's title Uplink entitled Uplink: Hacker Elite. However, SF refused to pay royalties to Introversion and ended up filing for bankrupcy. Introversion severed its ties with the company but has since extended the license to Strategy First again, and the conflict appears to have since been resolved.

In 2004, due to a shift in the industry Strategy First Inc filed for bankruptcy protection. On April 22, 2005 Strategy First was acquired by Silver Star Holdings. Silverstar Holdings Ltd. is a publicly traded company, focusing on acquiring controlling positions in high growth fee-based electronic game businesses that stand to benefit from the economies of scale generated by Internet and other technology related platforms.
