This image, Storm.jpg, is being linked here; though the picture is subject to copyright I (Onomatopoeia 10:19, 30 November 2006 (UTC)) feel it is covered by the U.S. fair use laws because:

No free alternative can exist given the likeness of the character Storm is a trademark and thus protected;
It is a low resolution copy of a comic book cover;
The image was released to the media to promote the issue in question, issue 36 of X-Treme X-Men;
It does not limit the copyright owner's rights to sell the comic book in any way;
Copies could not be used to make illegal copies of the comic book cover art on another comic book;
The comic is significant; it was pencilled by a notable comic book artist, Salvador Larocca, and written by a notable artist, Chris Claremont. This comic sold well in the 60k range. [1]
It depicts Storm firing off a bolt of lightning, visually underlining what is said in the corresponing text section ("powers and abilities"); Storm has the power to control weather and shoot bolts of lightning, so a picture is appropriate in this context
