Stephens County is a county located in the U.S. state of Georgia. It was created on August 18, 1905. As of 2000, the population was 25,435. The 2005 Census Estimate shows a population of 25,060. The county seat is Toccoa, Georgia6.

According to the U.S. Census Bureau, the county has a total area of 477 km² (184 mi²). 464 km² (179 mi²) of it is land and 13 km² (5 mi²) of it (2.70%) is water.

As of the census² of 2000, there were 25,435 people, 9,951 households, and 7,065 families residing in the county. The population density was 55/km² (142/mi²). There were 11,652 housing units at an average density of 25/km² (65/mi²). The racial makeup of the county was 85.74% White, 12.00% Black or African American, 0.26% Native American, 0.57% Asian, 0.08% Pacific Islander, 0.40% from other races, and 0.95% from two or more races. 0.98% of the population were Hispanic or Latino of any race.
There were 9,951 households out of which 30.50% had children under the age of 18 living with them, 56.60% were married couples living together, 11.10% had a female householder with no husband present, and 29.00% were non-families. 25.50% of all households were made up of individuals and 11.30% had someone living alone who was 65 years of age or older. The average household size was 2.46 and the average family size was 2.94.
In the county the population was spread out with 23.50% under the age of 18, 10.50% from 18 to 24, 26.60% from 25 to 44, 23.80% from 45 to 64, and 15.60% who were 65 years of age or older. The median age was 38 years. For every 100 females there were 92.40 males. For every 100 females age 18 and over, there were 87.90 males.
The median income for a household in the county was $29,466, and the median income for a family was $35,660. Males had a median income of $28,067 versus $20,850 for females. The per capita income for the county was $15,529. About 11.30% of families and 15.10% of the population were below the poverty line, including 17.30% of those under age 18 and 18.60% of those age 65 or over.
