The Honourable Stephen Sui-lung Lam (林瑞麟) JP is the Secretary for Constitutional Affairs of Hong Kong. He is currently one of the most unpopular government official in Hong Kong. He was being criticized for his attitude towards the Ma Ying-jeou incident in early 2005 that Ma was banned from visiting Hong Kong.
