In the year 2008, global warming has taken effect and sea levels are rising so that large areas of land are now under a feet of water. In London, a creature is killing people. Policeman Harley Stone lost his partner to the creature and the creature is now after him. Stone must kill the creature before it kills again. The creature lives in the waters of a partially flooded London.
