Spenser is a fictional character in the video game Pokémon Emerald. He is a member of the Battle Frontier in the Hoenn region. He resides in the Battle Palace and is known as the Palace Maven. All his Pokémon are the same level as the player's highest-level Pokémon. In the Japanese original, he is known as パレスガーディアン ウコン (Palace Guardian Ukon).

Spenser hands out the Silver Spirits Symbol to Pokémon trainers who defeat him once and the Gold Spirits Symbol to trainers who defeat him twice. Players can challenge him for the Silver and Gold Symbols by winning 21 and 42 consecutive battles in the Battle Palace, respectively.

In the Pokémon anime, Spenser is a kind old man who specializes in herbal medicines. Spenser uses the island he lives on as a natural battlefield.

Ash Ketchum manages to defeat Spenser and win the Spirits Symbol using Heracross, Swellow and Sceptile.

In the Pokémon Adventures manga, Spenser fought alongside Lucy during the Grand Opening of the Battle Frontier. He witnessed the battle between Noland and Emerald.
