Yes, merging Sovnarkom and People's Commissar is a good idea:

1. The latter term is apparently only used in the context of the 'Council of People's Commissars', which is a synonym of the Russian 'Sovnarkom'.

2. The term 'People's Commissar' seems to be a synonym of 'Commissar', since by definition a commissar is a communist administrator, and in communist theory the people would be the only body from which any legitimate authority could arise.

3. The article Commissar already defines the general nature of this rank, and could contain subsections explaining 'People's Commissar', and a link to Political Commissar.

So merge People's Commissar into Sovnarkom and then having a re-direct? - FrancisTyers 22:17, 23 November 2005 (UTC)
