To answer your two questions:
1. The article on Robert A Morey was deleted as a re-creation of previously deleted content per Wikipedia:Articles for deletion/Robert Morey.
2. You were blocked because the creation of articles on people connected with Louisiana Baptist University at around this time was strongly associated with Jason Gastrich, a person known to use both sockpuppets and meatpuppets in an attempt to astroturf his self-proclaimed Mission on Wikipedia. Wikipedia is not a place to conduct ministry.
I will unblock you on the basis that you assured me you are not Gastrich, and sincerely apologise for any inconvenience this hasty action may have caused.
