"Vendors charge that slotting fees are a move by the grocery industry to profit at their suppliers' expense."

What does this mean? Isn't any fee that a grocer charges its supplier done in order to profit at the suppliers' expense? Seems to me that the more relevant cost is not to the supplier who pays the fee, but to the innovator who can't afford to cover slotting fees, or the consumer who doesn't get as much variety.
