Why is this article a stub? Seems pretty complete to me.
I think what Not Happy might have been referring to is the fact that Setsubun is celebrated on either February 3rd or 4th, depending on whichever day happens to be the day before spring according to the Japanese lunar calendar.

Usually the term refers to the Spring Setsubun, properly called Risshun (立春)
According to Japanese dictionaries, and the link below, (Spring) Setsubun is February 3 or 4, followed by Risshun on February 4 or 5. Setsubun is the day when one season changes to another, and Risshun is the first day in the spring season.
