Secretary for Education and Manpower

The Secretary for Education and Manpower (Traditional Chinese: 教育統籌局局長) is a ministerial position in the Hong Kong Government, and heads the Education and Manpower Bureau (EMB). The position is politically appointed, and its term expire when the Chief Executive leaves office. The secretary is also a member of the Executive Council (ExCo). The current office holder is Prof Arthur Li.
Before the introduction of Principal Official Accountability System (POAS) in July 2002, it was a civil service position, and the office holder was not a member of the ExCo. Following the introduction of POAS the responsibility of labour issues was transferred to the Secretary for Economic Development and Labour, formerly Secretary for Economic Services.
