The son of Charles J. Haughey and Maureen Lemass, Haughey was educated at St. Paul's College, Raheny, Dublin and Trinity College Dublin where he received a Bachelor of Arts in Economics and Politics. Haughey first entered public life in 1985 when he was elected as Alderman to Dublin City Council for the Artane electoral area. He was re-elected to the Council in 1991 and 1999 and topped the poll on each occasion. He was Lord Mayor of Dublin from 1989]] until 1990. He served on that authority until 2003.

Síle de Valera announced she was leaving politics at the next general election. As a result she resigned as Minister of State on 8 December 2006. Haughey was appointed to replace de Valera by the Taoiseach Bertie Ahern as a Minister of State in the Department of Education and Science with special responsibility for Adult Education, Youth Affairs and Educational Disadvantage.

Haughey is a member of a famed political dynasty. His father was Charles J. Haughey, fourth leader of Fianna Fáil and Taoiseach, while his grandfather was Seán F. Lemass, second leader of Fianna Fáil and Taoiseach. His uncle, Noel Lemass, Jr and aunt, Eileen Lemass were also members of Dáil Éireann.
