According to this link, Scouting in Guinea-Bissau exists, as illustrated by this postage stamp, and is apparently working toward World Organization of the Scout Movement (WOSM) recognition. Scouting is one of several youth organizations made legal for free association by the constitution of 1991. Guinea-Bissau is one of 35 countries where there is no National Scout Organization which is a member of the World Organization of the Scout Movement at the present time.
