Creates a span tag and its closing which makes text appear in small capitals; for non-CSS browsers it appears in upper-and-lower case letters like normal. Takes one unnamed parameter, the text that you want to display.

{{scaps|North}}

produces North.

This works nicely to produce directions in road-related articles, such as exit tables. (The small-caps emulates the U.S. MUTCD rule that the first letter of a compass direction on a road sign should be taller than the rest of the word.)
