The line, "...Kazamatsuri tastes the poison and kills Okatsu and the rest of the people in the gambling house" is not entirely correct. When Kazamatsuri descends from the upper floor of the gambling house, his sword is soaked in blood. He grabs a towel from Gosuke as he passes him by, cleans the blood from his sword, and then flips it over.

With his sword still held that way (blunt edge out) he whacks the other yakuza, sheaths his blade, and leaves. He does NOT kill them, however.
