S.A.F.E. is an initialism for Strategic Action for Emergencies, a fictional secret United States intelligence agency tasked with combating extranormal threats to the USA. It is the equivalent to the United Nation's S.H.I.E.L.D. S.A.F.E. first appeared in Spider-Man and the Incredible Hulk: Rampage (Doom's Day Book 1). Its director is Colonel Sean Morgan with Joshua Ballard as one of its more prolific agents. Joshua Ballard is a survivor of encounters with Doctor Doom and Baron Zemo, until his suicide.
