Russell Fragar is an Australian Christian songwriter and musician and the creative ministries pastor of Virginia Beach Christian Life Center in Virginia Beach, Virginia in the United States. He shares this position with his wife Chris.

Before moving to America, Fragar was the music pastor for Hillsong Church (formerly Hills Christian Life Centre) in Sydney, Australia. He is probably best known for the time he spent there as piano player and song writer (music and lyrics). His songs include He Shall Be Called, Great in Power and Because Of Your Love. Several of his songs can be found on earlier albums of Hillsong Music.

Fragar's daughter Michelle is now a worship leader at Hillsong Church and has written several songs on recent recordings.
