This is almost certainly a PD image, but I don't know who owns the copyright (it's not the museum, I don't think). The image is widely available, and is one of the few images readily available of Rudolf Kastner, an Israeli civil servant who was assassinated in 1957. Our use of the image does not affect its value, there is no free-licence image available, and it's being used to illustrate an article about a deal during the Holocaust to swap one million Jews for 10,000 trucks, the so-called blood for goods deal, which Kastner played a central role in.
