Rubtsovsk

Rubtsovsk (Russian: Рубцо́вск) is a city in Altai Krai, Russia, located on the Aley River (Ob's tributary) some 281 km southwest of Barnaul, at Population: 163,063 (2002 Census); 167,000 (1975); 111,000 (1959); 38,000 (1939). It is twinned with Grants Pass, Oregon.
The late Raisa Gorbachev, wife of former Soviet leader Mikhail Gorbachev, was born in Rubtsovsk.
