Rubber policeman

A rubber policeman is a handheld flexible plastic scraper used in chemical laboratories to transfer residues of precipitate or solid on glass surfaces when performing gravimetric analysis. Instead of being wholly of plastic construction, it may be a tip affixed to an ordinary glass rod.
