It's not exactly scientific, but based on this [1] and the Guinness Book of Hit Singles [2] - and on the same page, Roxette's "Crash! Boom! Bang!" is listed with exclamation marks - I believe that "Poing" does not have an exclamation mark. Someone could perhaps email the group; I don't speak Dutch.
