The game featured 2 characters, Leila and Albatross, to represent the world criminal police organization. Near the end of the 20th century, satellites began disappearing from orbit and the world was in chaos affecting millions of citizens. The global flow of information was disrupted. Upon investigation, the terrorist group Geldra, who was once thought as destroyed, had resurfaced with the diabolical plot.

The gameplay is very much like the original Rolling Thunder except this time 2 players can play simultaneously.

Each stage in Rolling Thunder 2 features music that fits their respective atmosphere through the use of the Sega Genesis sound capabilities. In 1991, Victor Entertainment released its fifth volume of Namco video game soundtracks entitled, Namco Game Sound Express Vol. 5: Rolling Thunder 2, which was dedicated solely to this game.

The arcade game runs on Namco System 2 hardware and had more colors than the Genesis version. There is no known software differences between the US and Japanese home versions. Both versions are entirely in English.
