Delegate Robert G. "Bob" Marshall (R-Manassas) is a member of the Virginia House of Delegates representing the 13th District, currently serving his 7th term. Marshall was born in Takoma Park, MD on May 3, 1944.

[edit] Biography

Marshall is a devout Catholic. He received his education from Montgomery Junior College, Belmont Abbey, and California State University. Before election to the Virginia House of Delegates in 1992, Marshall was a Vice President of Communications and Business Development at Shenandoah Electronic Intelligence. Marshall belongs to the All Saints Catholic Church in Manassas, Virginia, which is commonly involved in culture-struggles against the gay and lesbian community in Manassas through protests and city council proposals seeking discrimination against the GLBT community.

Each legislative session, Marshall puts forward multiple social morality bills designed to enshrine his Catholic beliefs into the state code of Virginia and/or the Virginia State Constitution. As such, most of these bills are killed in committee by his own party who currently holds the majority in the Virginia House of Delegates. Some of his causes include restricting the reproductive rights of women, legislating sexual activities between consenting adults, and stripping gays and lesbians of basic rights.

Marshall was a sponsor of the Marshall-Newman Amendment, which targeted homosexuals by banning any legal relationship resembling marriage outside of heterosexual marriage.

HB1661 - Bil that adds oral and anal sex to Virginia's adultery law.

HB187 - Restrict an unmarried woman's access to reproductive technologies, such as in vitro. Killed in Health, Welfare, and Institutions Committee.

HB1660 - Issuance of license plates with the phrase, "Traditional Marriage". Killed in the Senate when someone realized that the opposing point of view would also have to be legalized, granting license plates that could say "Homosexual Marriage".

HB1807 - Makes it a felony to provide birth control to a minor if there is suspicion that the minor has had sex with someone more than 3 years older than the minor. Simple translation: if it's statutory rape, minors must be forced to deal with pregnancies so other members of the community will be aware of the minor's sexual transgressions. Killed 22-0 in the Senate Courts of Justice Committee.

HB2921 - Prohibits adoption rights of gays and lesbians. Kill in the Senate Courts of Justice Committee.

[edit] 2005 Legislative Session

HB1813 - Ban on distribution of contraception on state college campuses, whether or not the victim had been raped. This bill was killed unanimously in the Courts of Justice Committee. In support of this bill, Marshall referred to the protection of "co-eds", a dated term.

HB727 - Subjects a judge striking down Virginia's anti-gay marriage statutes to possible impeachment, overriding the independence of the judiciary. This bill was killed 19-3 in the House Courts of Justice Committee.
