A number of things went wrong for you last time: all of them being one thing on top of another unrelated thing until your previous account was blocked.
So, here's some advice, which you can take or leave (but would be advised to take).
- Don't introduce random or nonsense edits to any page - article, talk or user - even if you are being "humourous", even if you didn't mean it to be taken as it was taken.
- Don't be incivil to any editor, new, established, IP or vandal. Doing so means you can make mistakes and we've seen what can happen.
- Don't create your own templates on the fly when you can use established, accepted templates instead.
- Don't use offensive edit summaries as you may find that your opinion is not what others feel, even if your edit was correct. Edit summaries cannot generally be removed.
- Don't use yourself as a source because you are not a source.
- Don't ask for bans or blocks on users that have not been correctly warned because we don't do that.
- Don't make up rules and remember that we welcome anonymous edits.
- Stay calm (FYI, My caps lock was on, and I didnt realise, Ring modulator 12:34, 14 November 2006 (UTC)) and never gloat.

how can I reccomend that someone gets a block?
- Well you can't as such. If someone is repeatedly vandalising and has been warned you can report them at WP:AIV, if they've broken the 3 Revert Rule you can report them here or if they are engaging in personal attacks at WP:PAIN (The outcome of these is often blocking, but admins do exercise discretion in this). [edit] Vandal warnings
Hello, I see that you have been fighting vandalism, that is great. However, when vandal fighting you must be more carefull not to bite the newbies. When a new users comes and does an unproductive change it is often a good faith test, not vandalism. When a user does a contributions such as this[1] then removes it themselves[2], this is not blatent vandalism[3], but a test. Use the test1 template. Also the paramater for vandal warnings is for the name of the article, not for typing a warning, it does not fit into the context.
Unless the vandalism is offensive in nature it is ussually not a good idea to start with a final warning. WP:VANDAL goes into this in more detail. HighInBC (Need help? Ask me) 16:02, 21 November 2006 (UTC)

I'm sorry but this is simply not acceptable. The user in question made one test edit. I suspect as you do more vandal fighting you will gain more instincts about what is and is not vandalism, but telling someone who is not a vandal that you have your "eyes on them" is a violation of WP:BITE. You can certainly keep your eyes on them if you wish, but warning them that you are doing so is unreasonable. I'm removing your message in the hopes that you won't scare this new user away. Cheers. No, I am not "stupid". (BTW please don't call me or other users stupid, its uncivil and could be considered by some to be personal attack). I see nothing in this user's username or actions that could possibly lead someone to conclude that they "are" a vandal. Making predictions about what another user "will" do based on a username that could mean anything is highly questionable logic. If you have a legitimate concern about this user's actions or their username, please report it to WP:AIV. Cheers. Dina 12:10, 22 November 2006 (UTC)

Once again[4] you have engaged in personal attacks. This needs to stop, in the same posting you say you wanted to scare off a newbie, please stop that aswell.
I know you had a difficult start here with your username being banned, I can sympathise. But you cannot violiate WP:CIVILITY or scare off new users. You have previous warnings on both these matters and I would like to see a positive response from these warnings.
