This Canadian work is in the public domain in Canada because its copyright has expired for one of the following reasons:

1. it was subject to Crown copyright and was first published more than 50 years ago, or

it was not subject to Crown copyright, and

2. it is a photograph that was created before January 1, 1949, or

3. the creator died more than 50 years ago.

Unknown creator. It is assumed that this was an official portrait, and as such was published during the time he was Prime Minister. Its Canadian copyright expired thus 1985; since that was before January 1, 1996, the image is also PD in the U.S.
