[edit] Needs work

• Who is implementing his suggestions (and in which pipeline are the rest going to? The Indian Army?)
• When was he born?
• Does he have a biography somewhere?
• Is he prominent enough to deserve an article?
• How on earth did a poet get involved in the military business? There must be an interesting story behind that.
