"Racaille" and its verlan form "caillera" is a French derogatory term that roughly means rabble (although some translate it as riff-raff, dregs or chav) and has been specifically associated in France since the nineties with some young residents (minor offenders in particular) of the poor banlieues or cités from North Africa descent.
