The article says " The Special Administrative Regions of Hong Kong and Macau are officially considered to be province-level as well, though in reality they have much more autonomy than regular provinces, autonomous regions, or municipalities. ".
Nowhere in the PRC's constitution or in the basic laws of the two SARs says SARs are designated province level. They are local administrative regions come directly under the Central People's Government (note: ≠ State Council). Autonomous regions, provinces and municipalities are listed in the same sentence of Article 30 of the constitution, which governs the administrative divisions of the PRC.
