Provinces of Sri Lanka

The Provinces of Sri Lanka have existed since 1987, following several decades of increasing demand for a decentralization of the Government of Sri Lanka[1]. Prior to 1987, all administration was handled by a district-based civil service which had been in place since colonial times.[citation needed]
Officially[1], Sri Lanka has nine provinces, seven of which have had provincial councils from the start:[1]
- Central (Capital: Kandy, 3 Districts)
- North Central (Capital: Anuradhapura, 2 Districts)
- North Western (Capital: Kurunegala, 2 Districts)
- Sabaragamuwa (Capital: Ratnapura, 2 Districts)
- Southern (Capital: Galle, 3 Districts)
- Uva (Capital: Badulla, 2 Districts)
- Western (Capital: Colombo, 3 Districts)
Two others, Northern Province[2] and Eastern Province[3], were "temporarily merged"[1] into the North Eastern Province as a result of the Indo-Sri Lanka Accord. Due to "failure of the administrative machinery"[1], the merged province had a provincial council for about a year; in 1989, the central government took over North Eastern Province and, according to The World Factbook, treats it as a "de facto singular administrative unit."[4]
