This is a photograph of a Dutch politician or other public official that is released by the Dutch Rijksvoorlichtingsdienst (RVD, Dutch Government Information Service), which allows downloading and reproduction of the photograph for

where the image is unrepeatable, i.e. a free image could not be created to replace it;

As well, permission may have been granted to reproduce this image for noncommercial-only purposes, but this image does not fall under a free license.
