I do not think one should consider the Viet Cong "terrorists." If you spent time speaking with US Soldiers from the Vietnam era, they would consider the Viet Cong, guerillas. The VC fought as soldiers against soldiers. Their methods may have been particularly violent, but war is violent by its very nature. Terrorists engage civilians and others in random acts of violence.
