Phillium Benedict is a character in the movie Recess: School's Out, and the main antagonist in the movie. He hopes to eliminate summer vacation in hopes of raising the test scores in America, but due to the efforts of TJ Detweiler and company, his plans failed and he was arrested. He is voiced by James Woods, the same person who voiced Hades in 1997's Hercules.

He is the former secretary of education and former principal of Third Street School, who was fired for trying to cancel recess. It was then Principal Prickly gained his position as principal of Third Street. As a result of being fired from his principal job, Benedict now had one thing in mind: ruin summer vacation for all the kids by creating permanent winter.

Commanding an army of ninjas and a bunch of guys dressed like Secret Service agents (you can tell because of their wearing the black sweaters, sunglasses and earpieces; Different VAs voiced Benedict's soldiers: Daniel Castellaneta and Diedrich Bader), Benedict, and his two assistants, Fenwick (voiced by Peter MacNicol) and an unnamed bald person (whom TJ calls the "ugly bald guy"; voiced by Clancy Brown), steal a tractor beam from a U.S. Military Base and is going to use it to create permanent winter. During summer vacation, Benedict and his minions take over Third Street Elementary and use it as their homebase. When TJ finds out about Benedict's plan, he enlists Principal Prickly's help in stopping Benedict, but Prickly ends up kidnapped by Benedict. TJ rounds up the rest of his teammates, and break in at Third Street, and after being noticed by Benedict, TJ is captured. TJ and Prickly later find out about Benedict's plan to American Test Scores. So, TJ's friends round up the other kids to foil Benedict's plan, and unexpectedly for the pupils, Ms. Finster and Randall assemble an army, consisting of the teachers, who help out in stopping Benedict! Despite his persistence, Benedict and his minions eventually lose, and are arrested by the police.
