Peter Goudge was a Glen Eira City Councillor from 2000 until he was sacked in 2005. Goudge was elected 3rd for Mackie Ward in 2000 Glen Eira City Council Elections. He received 4,028 primary votes out of 22,619 formal votes. In 2003, he was elected third again for Mackie Ward in Glen Eira City Council Elections. He received 2,123 primary votes out of 21,868 formal votes.

In 1983, Goudge ran as a Liberal candidate for Gellibrand against Labor MP Ralph Willis. Goudge got 21.0% of the primary votes (14,120 formal votes), and received 27.0% on a two-party preferred basis (18,203 formal votes). In 2002, Goudge ran as the Liberal Candidate for Oakleigh in the November 2002 State Election. He received 9,754 primary votes of 31,335 formal votes. This resulted in a 31.13% primary vote for the Liberals. On a two-party preferred, Goudge received 34.79% of the vote (10,902 votes).

In August 2005, Goudge was one of the nine Glen Eira councillors who were sacked by the Victorian Minister for Local Government.
