Fair use is claimed here because the image cannot reasonably be repeated and replaced with a free-use image, is used in the article on Anna Wintour to illustrate PETA's campaign against her for continuing to promote the use of fur, and its use here is unlikely to detract from any commercial value of the image (if any was ever intended).
